Survey and Training Plan of Farmland Contaminant Source Tracking in Counties and Cities in Central Taiwan.

This Plan assisted in the establishment of standard operating procedures (draft) for inspection of farmland contaminant source tracking, which was summarized into six chapters, covering preface, collection of relevant background data on suspected contaminated agricultural land or irrigation and drainage system surroundings, screening principles of suspected contaminated objects, survey on contamination status in the vicinity of suspected contamination sources, operational inspection of on-site implementation, and monitoring and follow-up environmental inspection through joint investigation conducted by police and investigation agencies, available for county and city environmental protection bureaus to refer thereto upon contaminant source tracking and inspection. In the course of implementation thereof, the standard operating procedures and related principles (rules) were elaborated through the explanation session of “Training Course on Farmland Contaminant Source Tracking in Counties and Cities in Central Taiwan”; and sequentially the contaminant source tracking inspection practice and field training for environmental enforcement officers were organized (including one indoor practice training session, ten on-site field resin packs lofting and sample collection training sessions, one inspection plan training session, and five factory inspector training sessions) to enhance the capability of on-site implementation of environmental enforcement officers through on-site practice and the exchange of experts’ and scholars’ opinions. In addition, a mid-term After-Action Review (AAR) was held after the trainees from the participating counties and cities presented their factory inspection reports, and experts and scholars who participated in the factory inspection were requested to analyze and gave instructions to the group discussions. Finally, in the overall examination and achievement sharing session held from October 19 to 20, 2022, the five counties and cities in central Taiwan including Miaoli County, Taichung City, Changhua County, Nantou County and Yunlin County conducted the result presentation of this education and training, which included the collection of environmental background data, the screening of suspected contaminated objects, the formulation of factory inspection plans, and the results of practical factory operational inspections, and the experts and the scholars commented and made suggestions to facilitate mutual observation and experiences exchange among counties and cities, as well as reaching a consensus on environmental regulation enforcement.
